The reserve is context, not a substitute

An owner's annual capital reserve per square foot is their figure, set for the roof, the plant and the envelope that will need replacing whether or not this walk found anything. What is the difference between this and a property condition assessment?

A property condition assessment is an engineer's or surveyor's document commissioned for a purchase or a loan, with a reserve table built from the remaining life of every system. This is the manager's periodic walkthrough: what is wrong now, what it costs to fix, and what the owner already sets aside. The tool asks for the owner's reserve rate rather than calculating one, because calculating it is the engineer's job.

Who pays for a deficiency found in a tenanted suite?

Whoever the lease says, which is usually the tenant for the interior of the suite and the owner for the structure and the systems that serve it. The report should attribute each deficiency to a list so the question is answered per item.
